CONSTABLE DATA SYSTEMS INC.
A Veteran-Owned Company Powering Secure, Sustainable Digital Infrastructure
About Us
Constable Data Systems Inc. (CDS Inc.) is a Delaware-based, Service-Disabled Veteran-Owned Small Business (SDVOSB) advancing a bold vision: to bridge the global digital divide by delivering clean, high-performance computing infrastructure to underserved regions.
We are developing a first-of-its-kind hybrid data infrastructure campus in Monte Cristi, Dominican Republic, powered entirely by renewable energy. Our mission is to combine secure digital processing with climate-aligned development, enabling the next generation of cloud computing, financial systems, and artificial intelligence (AI) across Latin America and the Caribbean.
Our company blends the values of service, sustainability, and scalability—delivering infrastructure that is mission-critical, future-ready, and focused on Environmental, Social, and Governance (ESG) outcomes.
Our Solution
CDS Inc. is building a modular, integrated digital infrastructure platform that combines renewable energy with secure, Tier III computing systems. This dual-function model reduces carbon emissions while delivering high-availability, low-latency compute capacity to emerging markets. This design enables dual recurring revenues, premium uptime, and significant cost advantages through regional clean energy incentives.
Infrastructure Components
- Wind Generation: Utility-scale wind turbines providing up to 15 megawatts (MW) of renewable electricity capacity.
- Battery Energy Storage System (BESS): 15 megawatt-hours (MWh) of lithium-based backup storage, enabling grid independence and peak-demand management.
- Modular Data Center: 5 MW of Tier III compute capacity housed in prefabricated, high-efficiency modules with N+1 redundancy (one additional unit beyond requirements for system reliability).
Revenue Streams
- Clean Power Sales: Grid-connected energy sales under a Power Purchase Agreement (PPA) with the national utility.
- High-Performance Compute Leasing: Multi-year leasing of secure digital infrastructure to government agencies, financial institutions, AI platforms, and cloud service providers.

Why Choose Constable Data Systems

Purpose-Built for ESG and Digital Transformation
We provide climate-aligned infrastructure that directly supports global clean energy goals while enabling secure access to computing power for underserved markets. Our approach advances Environmental, Social, and Governance (ESG) benchmarks for both operators and investors.

Veteran-Led Discipline and Execution
Founded by a Service-Disabled Veteran, CDS Inc. operates with the transparency, accountability, and operational rigor required for mission-critical deployments and public-private partnerships.

Premium Market Opportunity
Our platform serves high-margin sectors—including AI, financial technology (fintech), and government entities—seeking high-availability infrastructure outside saturated U.S. and European markets.

Expandable Architecture
The modular nature of our systems allows scalable buildouts from 5 MW to 15 MW or more, reducing risk while enabling rapid market entry and asset scaling.

Tangible ESG Impact
Each megawatt deployed offsets fossil fuel usage, enhances digital equity, and creates local economic opportunity—delivering measurable environmental and social returns.
Market Opportunity
Key Market Drivers
- Underserved Compute Demand: Limited Tier III data center capacity in-region, despite growing digital consumption.
- Renewable Energy Alignment: Strong government support for clean energy and emissions reduction.
- Cost-Effective Operations: Favorable labor markets, competitive land prices, and attractive fiscal incentives.
- Connectivity Infrastructure: Access to national fiber and grid nodes supports high-bandwidth, low-latency applications.
- First-Mover Positioning: Our project is among the first in the region to co-locate utility-scale renewable energy and modular compute systems.

Why Monte Cristi
Technical Benefits
- Consistent Wind Resource: Average wind speeds above 8 meters per second (m/s) at 100-meter hub height—ideal for power generation.
- Flat, Open Terrain: Minimal grading required; simplifies modular equipment siting and cable trenching.
- Proximity to Grid: Direct interconnection to the Dominican Republic’s national transmission substation.
- Favorable Permitting Environment: Endorsed as a priority development area under national energy and technology strategy.
- Solar Hybrid Potential: High solar irradiance levels make the site suitable for future photovoltaic (PV) integration.
Dominican Republic Clean Energy Incentives
The project benefits from one of the strongest clean energy policy frameworks in the Caribbean:
- Import Duty Exemptions: No customs duties or Value-Added Tax (VAT) on imported renewable energy equipment under Law 57-07.
- National Energy Commission Certification: Fast-tracked project approvals and access to grid priority status.
- Green Financing Access: Eligible for concessional loans and blended finance from institutions including the Inter-American Development Bank (IDB), Green Climate Fund (GCF), and local clean energy programs.
- Strategic Zoning and Land Use Support: Government prioritization of renewable and digital infrastructure in national development plans.
